This value is calculated using a constant indoor temperature over the course of a cooling season. The outdoor temperature is varied to simulate "real life" conditions.
Modern air conditioner units range from 13 to 25 SEER and some states require a minimum SEER value. For example, California requires SEER 14.
The higher the SEER value the better and the more efficiently your unit will run. Just remember these are maximum values and your AC won't always run at the SEER value.
For units that also provide heat, they are rated using the HSPF (Heating Seasonal Performance Factor). Again, the higher this value is, the more efficiently it provides heat for a room. HSPF is the ratio of BTU heating output and Watt-Hours of energy used over the course of a heating season.
A split system that cools and heats will have both of these values, HSPF and SEER.
